Job Title: Controller

Reports to: Assistant Director General, Financial Operations Department

Job profile:

Under the supervision of Assistant Director General (ADG), Financial Operations, the controller manages a small team working in the Finance Operations Department and has responsibilities for the accounting and disbursement activities of OFID with its portfolio of multi billion US$. He/she discusses desired policies and objectives with the ADG but works independently and reports significant issues or problems on his/her own initiatives to the ADG.

Duties and Responsibilities

Specific tasks will include:

Under the general supervision of the ADG, Financial Operations the incumbent:

• Manages and directs the budgetary and accounting system of OFID. Updating them as necessary to ensure timely provision of required financial information.
• Prepares with input from other departments, the administrative budget for presentation to management.
• Supervises the proper maintenance of OFID accounts and budgetary control, ensuring timely external settlement accounts.
• Ensures that the accounts of OFID are maintained in accordance with the adopted accounting standards.
• Supervises the proper maintenance of payroll and pensions records.
• Works with external and internal auditors.
• Ensures that disbursement procedures are followed, reviews disbursement agreements and authorizes disbursement payments.
• Ensures correspondence relating to charges and repayments and ensures proper follow-up.
• Prepares forecast of disbursements and reports on actual disbursements.
• May represent OFID at international meetings and/or at other international agencies and participates as required in loan negotiations.

Qualifications and Experience

• An advanced degree from a reputable university in the country of education, in either Finance, Accounting, Banking, MBA with specialization in Finance or equivalent professional qualification such as CPA or chartered accountant certification.
• Minimum of twelve years relevant professional experience in financial controlling, acquired from a reputable financial institution, commercial or merchant bank.
• Experience of working in an international environment will be a particular asset.

Skills and Competences

• In-depth understanding of accounting activities, financial controlling as well as disbursement activities and procedures.
• Demonstrated senior management experience (minimum of five years) including evidence of leadership, motivation and team building.
• Proven strategic planning and analytical abilities.
• Computer literacy, including computer skills in financial management software packages.
• Excellent written and verbal communication skills in English, as well as working knowledge of at least one of these languages – Arabic, French or Spanish which is considered an added advantage.
• Good interpersonal skills including ability to work with people of different nationalities and cultural background.
