Job Title: Treasurer
Reports to: Assistant Director General, Financial Operations Department
Job Profile:
The Treasurer, who reports to the Assistant Director General (ADG), Financial Operations Department, manages a small but critical and functional Treasury unit of investment officers, overseeing a multi-billion US dollar portfolio. He/she is responsible for financial management and treasury operations of the Fund, providing strategic direction and intellectual leadership to the Treasury unit.
The incumbent, while using his/her own initiative, discusses desired objectives with the ADG as well as strategies for achieving these objectives. The Treasurer also maintains extensive and ongoing relationships with portfolio managers engaged by the Fund and may be called upon to represent the Fund at meetings of international financial agencies. In the absence of the ADG, he/she may also participate in meetings of the senior management team.
Duties and Responsibilities
In particular, the incumbent:
- Manages and directs the Treasury unit’s work programme, ensuring the quality and analytical rigour of the work as well as compliance with institutional rules and long-term objectives.
- Develops and maintains a plan of long, medium and short-term receipts and disbursements for the Fund.
- Develops financial plans for the implementation of the annual budget, ensuring resources are available to implement the agreed work programmes of other operating departments.
- Supervises investment activities of the external managers engaged by the Fund.
- Develops and proposes investment policies, giving due regard to convertibility, liquidity and the best yield consistent with the financial regulations of the Fund.
- Actively sources new possibilities for investment.
- Oversees the management of the Pension Fund and related resources.
- Prepares monthly and semi-annual reports on investment portfolios and provides appraisals of investments, highlighting potential risks.
- Prepares reports for the Investment Committee and Governing Board on the performance of the Fund’s internally and externally managed portfolios.
- Manages and controls the Fund’s overall financial risk and develops risk measurement and management techniques.
- Ensures optimal liquidity with surplus funds invested in short-term instruments.
- Conducts currency transactions as necessary to meet disbursement needs.
Qualifications and Experience
- An advanced degree from a reputable university in the country of education, in either Finance, Econometrics, Accounting, Banking, MBA with specialization in Finance or equivalent professional qualification such as CFA.
- Minimum of twelve years relevant professional experience in treasury operations, and/or assets management acquired from a reputable financial institution, commercial or merchant bank.
- Experience of working in an international environment will be a particular asset.
Skills and Competences
- In-depth understanding of foreign exchange, money and capital markets as well as extensive knowledge of derivative markets in futures, options and related instruments.
- Demonstrated senior management experience (minimum of five years) including evidence of leadership, motivation and team building.
- Proven strategic planning and analytical abilities.
- Computer literacy, including computer skills in financial management software packages.
- Excellent written and verbal communication skills in English, as well as working knowledge of at least one of these languages – Arabic, French or Spanish which is considered an added advantage.
- Good interpersonal skills including ability to work with people of different nationalities and cultural background.
