Previous Experience:
- Joined the Ministry of Petroleum and Mineral Resources in 1962.
- Served as Economic Advisor and held a variety of accounting and economic consultancy positions.

- Appointed pursuant to Council of Ministers Resolution, dated 10th February 1990 , as Saudi Arabia 's Governor (Deputy Minister's rank) at the Organization of Petroleum Exporting Countries (OPEC).
Board of Director Position:
- Chairman of the Board of Directors of the Arabian Drilling Company, a joint venture Company between Petromin, Saudi Arabia, and Schlumberger, engaged in drilling oil wells in the Kingdom and the Arabian Peninsula. 1990 - November 2003.
- Chairman of the Executive Committee of Saudi Arabian Texaco Inc., a Delaware Company, currently operating an oil and gas concession in the onshore partitioned neutral zone in northeastern Saudi Arabia. 1995 - end of 2003.
- Chairman of "National Shipping Company, Saudi Arabia (NSCSA)." A joint stock company owned jointly by the government through public investment fund (PIF) and the public. NSCSA paid-in capital is 2 billion Saudi Riyals (US$533.3 million); 28.17% is owned by the government and the remaining 78.13% is owned by the public. 2002-2004.
- Director, the Arabian Maritime Petroleum Transport Company (AMPTC). AMPTC is owned by member countries of OAPEC. 1982 - 1992.
- Director, Saline Water Conversion Corporation. 1987 - 1990.
- Director, Jeddah Oil Refinery Company. 1988 - 1991.
- Director, the Saudi Company for Precious Metals, a joint venture company between Petromin and Boliden of Sweden, operating the Sukhaibrat Gold Mine. 1985 - 1995.
Professional Associations:
- Head of the Gulf Cooperation Council (GCC) Energy Team 1985-1987, tasked to negotiate with the European Union, USA and Japan, within the general framework of the existing commercial negotiations between the GCC and other organizations. The Team is composed of representatives of the member countries.
- Member of the Task Force, evaluating the GCC gas grid system.
- Member of GCC Petroleum Strategy Committee, whose task is to develop a common petroleum strategy for the GCC countries, covering production, prices, income and cooperation in joint ventures.
- Member of Aramco's Study Group from 1980 to 1989. This group was composed of the representatives of the Saudi Government and the then four parent companies of Aramco. It was tasked to evaluate the Company's plans, production programs, production capacity, manpower and operating expenditures prior to submission to the Board of Directors and the Executive Committee.
Conferences and Symposia
- Attended OPEC's conferences from 1974 until 2003.
- Attended OPEC's Heads of State Summits in Algiers (1975) as member of the Saudi delegation and Caracas (2000).
- Participated in GCC Petroleum Ministers conferences, since the GCC's inception in 1981 to date.
- Participated in the Energy Committee of the North-South dialogue between oil producing and consuming nations, 1975-1977 and July 1991.
- Participated in the Euro-Arab Dialogue Conference, 1974-1977, aimed at exploring cooperation between the Arab League countries and the European Union in industrial and economic affairs.
- Represented the Ministry of Petroleum and Mineral Resources as part of the Kingdom's delegation to the special session meetings held by the UN on Economic Development in New York - September 1975
- Represented the Ministry of Petroleum and Mineral Resources as part of the Kingdom's delegation to the UN Conference on Raw Materials, Dakar, Senegal, 1975.
- First Out of Kingdom Assignment:
Attended the Second General Conference of UNCTAD in New Delhi, India (February 1968), as the youngest officially accredited representative. As a member of Saudi Arabian delegation, Al-Herbish was assigned by the Head of the Saudi delegation to attend the first committee on primary commodities for ten weeks. The experience was challenging, interesting, educational and rewarding.
OPEC's Long Term Strategy Committee:
Represented the Kingdom during the summer of 1989 to formulate OPEC's strategy and establish a unified position on future issues such as oil supply and demand, OPEC's market share, production and price levels as well as formulate necessary measures to protect revenues of the exporting countries.
OPEC Meeting with Independent Producers on the Environment:
Represented the Kingdom in the meeting of senior officials of member countries to determine options available to oil producing countries to offset the adverse effect of environmental oil taxes levied by consuming nations. This meeting was the result of the Ministerial meeting of OPEC and independent producing nations held in Musqat, the Sultanate of Oman, in April 1993.
Arab Energy Conferences:
Participated in the Kingdom's delegation to the Arab Energy Conferences held since 1979 in Abu Dhabi, Doha, Algeria, Baghdad, Cairo and Damascus under the sponsorship of OAPEC and the Arab League. These Conferences have replaced what was known as the Arab Petroleum Conference. In such conferences, the Arab countries present national papers on energy and energy consumption every three years. Such papers are discussed during these conferences to explore various aspects of cooperation among Arab countries in various fields.
